The Homagama Area

Homagama is one of the major city in the western region of the Sri Lanka is situated 20km away from colombo city. Homagama Pradeshiy shaba consist of Homagama divisional secretariat division & 10 Gn divisions of Padukka Ds divisions.The total land area is about 133sqkm of 90 gn divisions.The pradeshiya shaba established under the act No 15of 1987. It is about 1,95,000 population & 50,000 housing units with in the PS area in 2002.Acording to the CMR Structure plan the city has identified a 4th order Urban center. at present Industrial Sector activities are growing rapidly in the Homagama Pradeshiya shaba area as well as Housing development's surrounding areas. This shows the potentiality of the industrial and other urban activities, urban activities generate along the Athurugiriya-Padukka road , and other infrastructure facilities like a good road network has further influenced this development. The proposed North-South express-way has excellent development prospects in the future within the region as well as in other parts of the country. 

The Urban Development Authority Law was brought in to operation in October 1978 “to promote integrated planning of economic , social & physical development and its implementation in the urban area’s of srilanka” The amendment to the UDA law introduced in 1982 made it mandatory for the UDA to the prepare development plans for all area’s declared under the section 3 of the UDA law and also authorized it to carry out physical development control in such areas.

The Plan

The development plan prepared under section 8a of the Urban Development Authority(amendment) act no.4 of 1982 for the Homagama pradeshiya shaba area.

Development Regulations have 2 parts
1.Planning Regulations
2. Building Regulations

The Planning Regulations are always complementary to Development plan. The Development plans has two aspects.
1.Promotional aspects
2.Regulatory aspects

The regulatory aspects of the development plan consists of zoning of the pradeshiya sabha area.
1.Land use zoning
2.Density zoning

The land use zoning plan provide position, direction and guidance to where different development activities should take place.

Promotional aspects is concerned with activating development in selected areas and may consist of proposal such as improvement or expansion of infrastructure net works, amenities, development of Housing, Recreational areas conservation of places of Historical Interest etc.

The plan for the pradeshiya sabha area of Homagama has been prepared by establishing a number of land use planning (zoning) changes in order to achieve the changes and challenges of the 21st century. The zones, densities and zoning regulations are stipulated below.
